"Spanish" Rice

Why I Love This Recipe
I hesitate to call this Spanish. I doubt that it really has anything to do with Spanish cooking, but one day I was hungry for something with lots of flavor and came up with this recipe. It is similar to the rice that you get at the Mexican restaurant chains, but I think this is better. You can cook it in one pot, but I like it when the vegetables have a little crispyness left.
Ingredients You'll Need
1 cup white long grain rice
1 medium onion, diced
1 yellow bell pepper, diced
1 green bell pepper, diced
1 clove garlic, chopped
2 Tbsp butter
5 Tbsp tomato paste
2 tsp chilli powder
14 ounces water (1 3/4 cups plus 1 ounce)
Salt and pepper to taste
